Saudi Arabia’s Ministry of Interior has announced strict penalties for individuals attempting to perform Hajj without official permits, warning of fines up to SAR 20,000 for violations occurring between 1 Dhu al-Qi’dah and 14 Dhu al-Hijjah 1446 AH.
According to a statement from the Saudi Press Agency, the regulations apply to all unauthorised individuals — including those on visit visas — who are found within restricted zones such as Makkah, the holy sites, the central area, the Haramain High-Speed Railway station in Ar Rusayfah, or near any designated security checkpoints during this period.
The ministry further stated that residents and visa overstayers caught attempting Hajj without permission will face deportation and a 10-year entry ban.
Authorities have urged full compliance with Hajj and Umrah regulations and called on the public to report violations by dialing 911 in Makkah, Riyadh, and the Eastern Province, or 999 in other regions.
